Plaza Pacoima

Costco Wholesale Warehouse developed on a former brownfield site

The Plaza Pacoima development is a 28-acre commercial site including 4,000 square feet of retail, office and eatery space. Costco Wholesale Warehouse, the largest occupant on this site celebrated its ground breaking on January 9, 2009 with the support of various community leaders and Los Angeles Mayor Antonio Villaraigosa. The $78 million project developed by Primestor Development, Inc. is the former brownfield site (a former manufacturing plant) and earned a LEED-Silver certification for the entire development.

A key principal at Insight Civil Engineering, PLLC, supported the developer and the contractor throughout the construction phase. This included attending on-site weekly contractor meetings to review schedule, materials, and general construction management issues. In addition, design engineer answered Requests for Information (RFI’s), solved time-sensitive conflict resolutions in order to maintain the scheduled construction milestones, and processed Change Orders with the local governing agency.

“It is expected to create 438 construction jobs and 354 permanent positions at a time when many projects are on hold.” – Los Angeles Times
